Safety and Quality Control Department

Safety and Quality Control Department was established under the Decision No. 105 / QĐ-CĐDK dated January 21, 2016 of the Rector of PetroVietnam Manpower Training College.

Functions, Tasks

-    Advises the Rector to set up and maintain the Quality Management System ISO 9001: 2015 and the HSE Management System in accordance with OHSAS 18001: 2007; supervises compliance with the HSE Management System in the College’s technical service activities.
-    Supervises and inspects the implementation of regulations on occupational safety and health and fire and explosion prevention in the College’s activities.
-    Supervises and ensures if the quality management systems applied in the College are in accordance with the regulations.
-    Sets up an examination program in accordance with the regulations of the College and the Vocational Education Directorate;
-    Presides over the construction and advises the Rector to promulgate documents on the management of the examination process, to guide the work of examinations, monitors and inspects the implementation of the documents on examination work after issued;
-    Supervises the construction and management of test bank on theoretical and practical exam questions for all modules and subjects in the College;
-    Inspects and evaluates the experience of the College's examination tasks;
-    Assists the Rector in implementing the policies and legal documents on safety and quality assurance;
-    Advises the Rector to implement the contents of vocational education quality assurance in the set of quality assessment criteria issued by the Ministry of Labor, War Invalids and Social Affairs;
-    Directs and organizes the implementation of the work contents, accumulates documents and evidence for the self-assessment task and quality inspection program of the Ministry of Labor, War Invalids and Social Affairs;
-    Assumes the prime responsibility for, and coordinates with other faculties and departments in performing quality management in the College according to TCVN ISO 9001: 2015 standards. Instructs other faculties and departments to develop procedures within the scope of their functions and tasks;
-    Participates in professional training or professional training on quality assurance tasks;
-    Assesses and draws experience on quality assurance tasks;
-    Carries out investigative surveys to serve the quality assurance of the College;
-    Performs other duties assigned by the Rector.

Typical activities

Management and safety assurance tasks:
-    Works out annual plans on occupational safety and health, urges and supervises the implementation of the plan; evaluates the risk and develops an emergency rescue plan focusing on subsea diving inspection.
-    Regularly organizes the propaganda and dissemination of the State's regulations on occupational safety and health.
-    Manages all the College’s safety management system requirements, which focus on subsea diving inspection of Subsea Services Department.
-    Coordinates with the College’s Labor Protection Council to inspect and supervise labor safety and environmental sanitation (periodically or extraordinarily).
-    Carries out the inspection, assessment, synthesis and reporting on safety work to the Rector as prescribed.

Management of quality management system:
-    Organizes the designing, planning the quality control system established by the College in accordance with ISO 9001.
-    Advises the College Leaders on the establishment of the College Quality Policy & Goal and controls the implementation process to ensure that the goals are met in each phase.
-    Regularly reviews the current quality control system, updates and standardizes documents (procedures, regulations, forms ...) and carries out procedures for promulgation.
-    Supervises and speeds up all the Departments and Faculties’ implementation of the procedures and regulations in accordance with ISO 9001 (periodically or irregularly).
-    Organizes and participates in the internal quality assessment of the College. Organizes and receives certification review deligation.
-    Assists the Rector periodically review the College’s quality management system to ensure that the system is valid and effective.
-    Urges, supervises and monitors the recovery and prevention actions taken in all the departments and faculties.
-    Improves the quality of the College's quality control system.

Examination and quality assurance tasks:
-    Studies and updates the system of evaluation criteria for international training programs and the training programs of the Ministry of Labor, War Invalids and Social Affairs; proposes the selection of evaluation criteria.
-    Registers for the College quality accreditation according to the standards of the Ministry of Labor, War Invalids and Social Affairs.
-    Organizes internal assessment activities on training programs in accordance with international standards.
-    Advises the Board of Rectors on the examination work, organizing tests and final tests of subjects / modules in the training programs for junior and senior secondary systems.
-    Advises the Board of Rectors on managing and compiling the test bank on theoretical and practical exam questions for all modules and subjects according to the training programs for junior and senior secondary systems.
-    Participates in supervising semester exams, graduation exams for junior and senior secondary systems.
-    Implements training inspections in the whole College.
-    Coordinates with the Training Department to enter exam marks, full marks of subjects / modules in training management software.
-    Carries out the work of collecting, reporting on results of examinations and vocational training quality inspection with competent agencies.
