The Personnel - Administration was established on the legal liability of Petroleum Technical College

Functions and core tasks:

- Responsible for advising and assisting the Rector on the organization, personnel, internal political protection, College’s security, emulation & award, administration.
- Making personnel plan for training, improving, utilizing and appointing the College’s staff properly.
- Responsible for devising out the functions, tasks, rights and organizational structures for all the departments and faculties within the College.
- Planning for staff recruitment, transferring and receiving, and appointing officials according to the procedure.
- Implementing the policies of the Party and the State, the College’s internal regulations for officers and employees.
- Organizing the tasks of emulation and award.
- Organizing, managing and guiding the other departments, faculties to implement the administrative, clerical and archival work.

Typical activities
- Organizing, planning and training management staff.
- Taking charge in building and promulgating of regulations, rules and procedures relating to the functions and tasks of the College which have been approved by
the Rector.
- Implementing the policies of the Party and the State, the College’s internal regulations for officers and employees.
- Managing, commenting, evaluating officers and employees.
- Managing staff records in compliance with the principle.
- Managing labor contracts.
- Implementing the internal political protection.
- Awarding timely, fairly in order to create competitive atmosphere in the entire College.
- Organizing, managing and guiding the departments faculties to perform well administrative, clerical and archival work according to regulations.
